🏡Major Changes to Rural Planning in Ireland

The Government has announced significant reforms to rural and Gaeltacht planning, aimed at making it easier for local people to build homes in the communities where they live.

Key changes include:

✅ End of the "Eircode Lottery"

Local authorities will no longer be able to impose blanket bans on ribbon development, infill, backland development, or set arbitrary limits on rural housing.

✅ Outdated Site Rules Removed

Minimum road frontage requirements, minimum site sizes, and rigid definitions of "farmer" and "farm" are being scrapped.

✅ Support for Downsizing

Homeowners will be able to build a second, smaller home on family land to facilitate downsizing or meet medical needs.

✅ National Residency Rules

Standardised local need criteria will now apply across the country:

• Standard rural areas: Live within 10km of the site and have at least 7 years' residency.

• High-amenity areas: Live within 5km and have up to 10 years' residency.

• Gaeltacht areas: Live within 3km for 10 years, or 5 years for certified fluent Irish speakers.

✅ Economic Need Updated

Remote working alone will no longer qualify. Applicants must have employment that genuinely depends on living in the local area, such as farming, forestry, education, or essential rural businesses.

✅ Principal Residence Requirement

New one-off rural homes must be the owner's principal private residence for at least 10 years and cannot be used as short-term holiday rentals.

Other Planning Improvements

🏠 Domestic extension exemptions increase from 40m² to 45m².

🏡 Garden rooms and home office exemptions increase from 25m² to 30m².

📅 Local authority development plans will now last 10 years, providing greater certainty for communities and developers.

⚖️ Planning permissions will no longer expire while tied up in judicial review proceedings.

These reforms are intended to provide a fairer, more consistent planning system while supporting sustainable rural communities and helping local people remain in the areas they call home.
